Amends Hawaii Revised Statutes Section 46-33 to add a new exemption (paragraph 12) for positions in county housing and community development offices or departments from civil service requirements in counties with populations of 500,000 or more.

Counties retain discretion to establish housing and community development positions as civil service positions if they choose, despite the exemption.

Applies specifically to the City and County of Honolulu, which is the only Hawaii county exceeding the 500,000 population threshold.

Part of the City and County of Honolulu Mayor's legislative package for the 2026 session.

Takes effect upon approval by the Governor.
