Exempts emergency medical services personnel from commercial driver's license requirements when operating authorized emergency vehicles, placing them in the same category as firefighters and law enforcement officers.

Requires federal, state, and county agencies to maintain proof that exempt personnel have completed agency-approved or state-approved training on authorized emergency vehicles.

Expands the definition of "authorized emergency vehicle" to include emergency medical services vehicles, disaster response and recovery vehicles, and Department of Health vehicles.

Allows the state, county councils, or emergency management agencies to designate additional vehicles as authorized emergency vehicles.

Takes effect July 1, 3000 (placeholder date).
