Establishes a phased schedule for cesspool elimination, extending the original 2050 deadline to four priority-based deadlines: Priority 1 by December 31, 2050; Priority 2 by December 31, 2060; Priority 3 by December 31, 2070; and Priority 4 by December 31, 2080.

Priority 1 cesspools are those within coastal special management areas; Priority 2 includes cesspools in drinking water recharge areas and sensitive aquifer zones; Priority 3 covers cesspools within one-quarter mile of special management area boundaries.

Requires the Director of Health, in consultation with counties, to classify all cesspools in the state into priority categories and adopt rules defining geographic boundaries for each classification.

Mandates the Department of Health to develop expanded grants, tax credits, and low-interest loan programs to support homeowners, with priority given to lower-income households and Priority 1 cesspool conversions.

Requires annual reports to the legislature on progress, funding requirements, challenges encountered, and recommended program amendments, due twenty days before each regular session.
