Amends Section 201H-38 of the Hawaii Revised Statutes governing Hawaii Housing Finance and Development Corporation (HHFDC) housing projects exempt from local planning and zoning regulations.

Removes the current prohibition preventing county legislative bodies from imposing stricter conditions, stricter median income requirements, or reducing fee waivers on HHFDC-approved housing projects.

Eliminates the requirement that HHFDC provide counties an opportunity to comment before approving projects, while maintaining the 45-day county approval timeline.

Creates an alternative pathway for housing project exemptions requiring projects to meet state income requirements and dedicate 100% of units exclusively to qualified residents for the project's lifetime.

Part of the Hawaii State Association of Counties legislative package, expanding county authority over state-assisted housing development.
