Extends the county surcharge on state general excise tax from December 31, 2030 to December 31, 2045 for counties that established the surcharge before July 1, 2015.

Requires counties wishing to extend the surcharge to adopt an ordinance before January 1, 2028 (changed from January 1, 2018) following a public hearing.

Extends the deadline for counties that established surcharges after July 1, 2015 to levy the surcharge until December 31, 2045 (changed from 2030).

Counties with populations of 500,000 or less may use surcharge revenues for public transportation operating/capital costs, ADA compliance expenses, and housing infrastructure costs.

Repeals restrictions that limited smaller counties adopting surcharges after December 31, 2022 to using revenues only for housing infrastructure costs.
