Amends Section 134-7 of Hawaii Revised Statutes to move violations of subsection (f) regarding protective orders into the felony penalty category

Addresses increased lethality risks associated with firearm possession by individuals subject to active court protection orders

Takes effect upon approval with no retroactive application to previously incurred penalties or matured rights
