Adds a new category allowing State and county governments to rehire retired public employees for positions identified as "unique and critical to operations" without loss of retirement benefits.

Requires a 12-month waiting period after retirement before a retirant can be rehired under this provision, and prohibits any pre-retirement return-to-work agreements.

Limits reemployment in "unique and critical" positions to a maximum of 4 years total, after which the retirant must separate from State and county employment.

Requires employers to contribute to the pension accumulation fund to help amortize the retirement system's unfunded actuarial accrued liability for rehired retirants.

Mandates annual legislative reporting on retirant employment under this and related provisions, including the number and positions of rehired retirants.
