State and county firefighters who are exempt from commercial driver's license (CDL) requirements must be subject to alcohol and substance abuse testing policies equivalent to or exceeding U.S. Department of Transportation standards for CDL holders.

Maintains existing CDL exemptions for active-duty military personnel, military reserves, National Guard members, and U.S. Coast Guard personnel operating commercial motor vehicles for military purposes.

Preserves CDL exemptions for federal, state, and county firefighters and law enforcement officers operating fire trucks and authorized emergency vehicles, provided they receive government training.

Part of the Hawaii Council of Mayors legislative package, amending Section 286-235.5 of the Hawaii Revised Statutes.

Takes effect upon approval with no impact on rights, duties, penalties, or proceedings that existed before the effective date.
