Elevates bribery from a class B felony to a class A felony without the possibility of probation or sentence suspension when the public servant is an elected or appointed official, the pecuniary benefit exceeds $20,000, or the person commits three or more bribery acts within a three-year period.

Retains the standard class B felony classification for bribery cases that do not meet the aggravating circumstances.

Prohibits persons convicted of bribery from receiving deferred acceptance of guilty plea or nolo contendere plea under Hawaii's chapter 853.

Applies to both those who offer bribes to public servants and public servants who solicit or accept bribes to influence their official actions.
