Removes the requirement that an offender must know or reasonably should know a victim is 60 years or older for enhanced assault charges to apply under Hawaii law.

Imposes strict liability for the victim's age in first-degree assault cases involving substantial bodily injury to persons 60 or older, which is classified as a class B felony.

Imposes strict liability for the victim's age in second-degree assault cases involving bodily injury to persons 60 or older, which is classified as a class C felony.

Part of the Honolulu Prosecuting Attorney Package aimed at strengthening protections for elder crime victims.
