Amends Hawaii's negligent injury in the first degree statute (Section 707-705) to add a new category of offense for causing substantial bodily injury while operating a vehicle negligently under the influence of alcohol or drugs

Existing law already covers serious bodily injury from negligent vehicle operation and substantial bodily injury to vulnerable users; this adds intoxicated drivers causing substantial bodily injury to the first-degree offense

Part of the Honolulu Prosecuting Attorney legislative package targeting criminal offenses related to negligent injury

Does not affect rights, duties, penalties, or proceedings that existed before the effective date

Effective date set for July 1, 3000 (placeholder date)
