Eliminates the option for deferred acceptance of guilty plea (DAGP) for all abuse of family or household member offenses in Hawaii, removing a provision that previously allowed first-time offenders to avoid conviction if they completed court requirements.

Adds "coercive control" as defined in section 586-1 as a form of domestic abuse that constitutes a petty misdemeanor offense.

Requires offenders to complete a domestic violence intervention program assessment, intervention or anger management course, and parenting classes if minors were involved, with mandatory revocation of probation and maximum incarceration for non-compliance.

Maintains existing penalties including a minimum 48-hour jail sentence for first offenses, 30-day minimum for repeat offenses within one year, and class C felony for third or subsequent offenses within two years.

Updates section 853-4 of Hawaii Revised Statutes to remove exceptions that previously allowed DAGP for abuse of family or household members under certain circumstances.
