Establishes a fixed 60-day deadline for the Hawaii Supreme Court to decide whether to accept certiorari applications, replacing the current variable deadline tied to when responses are filed.

Eliminates the requirement that the court's disposition deadline be calculated based on when a response was or could have been filed (previously 30 days after response filing).

Extends the disposition deadline to the next business day when it falls on a weekend or state holiday.

Applies prospectively only to cases where the Intermediate Court of Appeals judgment or dismissal order was filed on or after the Act's effective date.

Addresses judicial inefficiency concerns, as the court processed 181 certiorari applications in fiscal year 2025, each requiring staff to monitor variable deadlines based on response filing dates and extension requests.
