Amends Hawaii's domestic abuse protection order statutes (Sections 586-4 and 586-5.5) to allow written requests in addition to oral requests for withholding petition records from public inspection.

Applies when courts deny temporary restraining orders or protective/extended protective orders, enabling respondents to request record confidentiality either orally or in writing.

Maintains existing provision that withheld records remain accessible to law enforcement officers without requiring a court order.

Takes effect immediately upon approval by the Governor.
