Amends Hawaii's Uniform Probate Code to create two categories of sealed documents in guardianship and conservatorship proceedings: permanently sealed vital records (birth, marriage, death certificates, and tax returns) and temporarily sealed sensitive materials.

Temporarily sealed documents include kokua kanawai (court visitor) reports, court-ordered professional evaluations, responses to those reports, physician's letters, and medical records regarding a person's capacity—these remain sealed pending a court hearing to determine whether continued sealing is justified.

Expands access to confidential documents to include the court, respondent, petitioner, kokua kanawai, nominated guardian/conservator, and their attorneys for purposes of the proceeding, with additional access available by court order for good cause.

Responds to privacy concerns about sensitive personal information disclosed in proceedings that evaluate an individual's mental or physical capacity to care for themselves or manage their affairs.

Recommended by the state judiciary's committee on the uniform probate code and probate court practices; takes effect upon approval.
