Authorizes administrative driver's license revocation hearings to be conducted using interactive conference technology, including teleconference, videoconference, and voice over internet protocol (VoIP) systems.

Allows evidence in hearings held via interactive conference technology to be submitted and exchanged electronically.

Requires hearings held by interactive conference technology to recess for up to one hour if audio communication fails; hearings may resume once audio-only communication is reestablished with speakers identifying themselves before speaking.

Updates statutory cross-references in Hawaii Revised Statutes sections 291E-34, 291E-38, 291E-46, and 291E-48 to reflect the addition of a new subsection for interactive conference technology.
