Changes timing thresholds for senate vacancy procedures, shifting key deadlines from the 60th day to the close of filing, and from the 50th/40th days to the 70th/60th days prior to elections

Maintains requirement that gubernatorial appointees to fill senate vacancies must be from the same political party as the prior incumbent and have been party members for at least six months

Takes effect upon approval as part of an Office of Elections administrative package
