Expands the Hawaii Property Insurance Association's plan of operation to explicitly include commercial property coverage alongside residential real property and tangible personal property

Requires commercial property owners to be denied coverage by at least two private insurers before becoming eligible for association coverage

Removes the previous limitation that capped commercial risk coverage at the same limits as residential risks set forth in the plan of operation

Amends Section 431:21-105 of the Hawaii Revised Statutes governing the powers and duties of the Hawaii Property Insurance Association

Takes effect upon approval by the Governor
