Establishes a State Boating Facility Lease Program within the Department of Land and Natural Resources, administered by the Division of Boating and Ocean Recreation (DOBOR)

Authorizes the Board of Land and Natural Resources to lease the entire Ala Wai Small Boat Harbor, including fast lands and submerged lands, through public auction, request for proposals, or direct negotiation for private development, management, and operation

Leases under the program must expire on or before June 30, 2045, and the program is exempt from prior legislative authorization requirements

Addresses DOBOR's approximately $1.1 billion in deferred maintenance costs as of 2024 and its annual operational budget of roughly $30 million, which has left facilities in disrepair

Protects civil service employees whose functions are replaced, ensuring they retain their positions, salary, seniority, and benefits through reassignment within DOBOR
