Amends Hawaii Revised Statutes Section 6E-42.2 to expand historic preservation review requirements for privately-owned residential properties, replacing narrower language covering only single-family detached dwellings and townhouses.

Requires historic review for residential projects involving structures over 50 years old that are listed or nominated for historic registers, located in designated historic districts, or involve certain ground-disturbing activities.

Mandates review when ground-disturbing activity occurs on land with sandy soils, lava tubes, karst features, or caves, particularly near previously identified burials, cemeteries, or culturally significant historic properties.

Applies historic review requirements to residential projects with five or more dwelling units when ground-disturbing activity exceeds the depth of existing foundations on the parcel.

Adds new definitions for "ground-disturbing activity," "karst," "sandy soil," and "topsoil" to clarify when review requirements apply, with effective date of July 1, 3000.
