Requires nominees for state positions subject to senate confirmation (excluding judges) to file financial disclosure statements no later than five days after nomination or five days before their first confirmation hearing, whichever occurs first.

Adds nominees for senate-confirmed positions to the list of persons whose financial disclosure statements are public records available for inspection.

Modernizes legislative disclosure requirements by aligning them with lobbyist expenditure statements, requiring legislators to disclose clients who filed lobbyist expenditure statements and provided at least $5,000 in income.

Updates terminology throughout the statute, replacing "member of the legislature" with "legislator" and "member's partner" with "legislator's spouse."
