New state employees are prohibited for 2 years from taking official action on any matter they personally and substantially participated in during the previous 5 years while receiving compensation from a private source.

Exceptions allow employees to act when required by law, court order, or when participating in a task force or working group.

Permanent employees of the Governor's and Lieutenant Governor's offices are added to the list of officials subject to a 12-month post-employment lobbying restriction.

The 12-month lobbying ban prohibits representing any person or business for compensation regarding legislative or administrative action after leaving state service.

Effective date is July 1, 2027.
