Extends Hawaii's existing nepotism prohibitions to cover legislators and employees of the legislative and judicial branches, who were previously exempt from these rules

Prohibits covered individuals from appointing, hiring, promoting, supervising, or taking adverse employment actions against relatives or household members in their employing agency

Bars legislators and employees from awarding contracts or taking official action on contracts with businesses where their relatives or household members are executive officers or hold substantial ownership interests

Defines "relative" broadly to include parents, grandparents, children, siblings, in-laws, first cousins, and individuals adopted through Hawaiian hanai custom; "household member" means anyone residing in the same dwelling unit

Takes effect June 30, 2027, with violations subject to administrative fines and any favorable actions obtained through nepotism voidable
