Repeals the prohibition on counties requiring automatic fire sprinkler installation or retrofitting in detached one- and two-family dwellings and non-residential agricultural/aquacultural buildings, effective June 30, 2026

Moves up the repeal date of Act 83 (Session Laws of Hawaii 2012) from June 30, 2027 to June 30, 2026

Restores county authority to adopt local fire sprinkler requirements, recognizing that counties face unique challenges including population density, structure proximity, and limited fire-protection resources

Aligns with the 2024 state residential code adoption by the State Building Code Council, which already requires residential fire sprinklers in new state-constructed one- and two-family dwellings

Notes that 20 states currently allow counties to adopt codes requiring fire sprinkler installation in residential units, per National Fire Protection Association data
