Establishes the Hawaii Benefits Hub within the Office of Enterprise Technology Services to serve as a centralized portal for residents applying to state-managed social assistance programs including food assistance, housing assistance, and aid for elderly or disabled persons.

Requires the hub to provide real-time eligibility information, a user interface for applications, and alerts about potential benefit loss, while using machine learning or AI to predict applicant needs and locate nearby opportunities to meet community engagement requirements.

Mandates employers, educational institutions, nonprofit organizations, and state agencies to provide wage and hour information to the hub upon request, either in real time or within one business day.

Appropriates $4,250,000 for fiscal year 2026-2027, including $2,000,000 for implementation consultants, $500,000 for four permanent staff positions (project manager, data architect, data engineer, frontend developer), and $1,750,000 for technology infrastructure.

Expands the Chief Information Officer's responsibilities to include collaboration on developing and implementing a statewide portal to government services.
