Reestablishes a pesticide subsidy program from July 1, 2026 through June 30, 2028 to help Hawaii coffee growers offset costs of pesticides that control coffee berry borer beetles and coffee leaf rust fungus

Subsidizes up to 75% of pesticide costs, with caps of $600 per acre per year for each pest type and a maximum of $12,000 per grower annually

Creates a temporary pesticide subsidy program manager position with a salary up to $50,000 per year, exempt from civil service and collective bargaining requirements, expiring June 30, 2029

Requires the Department of Agriculture and Biosecurity to submit a report to the legislature by 20 days before the 2028 session on program results and recommendations for continuation

Appropriates general fund revenues to be deposited into the pesticide use revolving fund to operate the subsidy program
