Increases the maximum service fee that private marriage license agents in Hawaii can charge from $5 to $25 per license

Private agents retain the full surcharge amount as additional compensation beyond the standard license fee

Government marriage license agents (referenced in subsection (b)) are exempt from collecting this surcharge

Addresses legislative concern that the previous $5 cap did not reflect the true costs of providing licensing services, including appointment scheduling, document review, and customer support

Takes effect upon approval by the Governor
