Appropriates state general funds to Hawaii's four counties (Honolulu, Hawaii, Kauai, and Maui) to open additional voter service centers for in-person voting on election day for fiscal year 2026-2027

Appropriates funds to the Office of Elections to print and mail the digital voter information guide (per section 11-122, Hawaii Revised Statutes) to all registered voters

Appropriates funds to the Office of Elections to support a public outreach and engagement campaign to encourage greater voter participation

Specific dollar amounts for all appropriations are left blank in the bill and to be determined during the legislative process

Effective date is July 1, 2026
