Prohibits legislative committees from making decisions on fiscal bills without first receiving a completed fiscal note for review.

Mandates that all fiscal notes be attached to standing committee reports and made available to the public.

Changes the appointment and removal process for the legislative analyst from committee control to a majority vote of each house in joint session, and sets the analyst's salary equal to the director of the legislative reference bureau.

Appropriates unspecified general fund amounts for fiscal year 2026-2027 to operate the Office of the Legislative Analyst, including salaries and equipment, with an effective date of July 1, 2026.
