Requires all law enforcement officers acting in public spaces or on state/county property to remain visibly identifiable with unobscured faces and visible name badges or unique identifiers at all times, with limited exceptions for undercover operations or documented medical reasons.

Prohibits law enforcement officers from wearing facial coverings (balaclavas, tactical masks, ski masks) while performing duties, and requires apparel and vehicles to bear conspicuous agency markings.

Designates schools, medical facilities, courts, and homeless shelters as "service-first spaces" that must have clear procedures regarding civil immigration actions.

Mandates all state and county agencies adopt policies limiting collection and sharing of immigration-related personal data, prohibit immigration-based harassment, and report annually to the legislature on civil immigration-related requests from law enforcement.

Establishes that willful violations constitute a misdemeanor, and officers who commit assault, false arrest, or other misconduct while illegally wearing facial coverings lose immunity and face civil liability of at least $10,000 in statutory damages.
