Establishes a Hilo-Kona transportation pilot program within the Department of Business, Economic Development, and Tourism to study, plan, evaluate, implement, and trial transportation routes connecting east and west Hawaii Island

Requires evaluation of multiple mobility options including direct routes, express routes, public-private partnerships, shuttle systems, micro transit, and multimodal corridor improvements

Authorizes collaboration with federal agencies, state departments, county governments, community organizations, planners, and other stakeholders

Mandates a report with findings, recommendations, and proposed legislation to the legislature no later than twenty days prior to the 2028 regular session

Takes effect July 1, 3000, and sunsets on June 30, 2028
