Authorizes $438,675,000 in general obligation bonds for fiscal year 2026-2027 for capital improvement projects in Hawaii's fourth representative district (Puna area).

Transportation infrastructure receives the largest allocation: $300 million for Puna Makai alternate route from Pahoa to Hilo, $30 million for Highway 130 widening, and $5 million for albizia tree eradication near roadways.

Education projects include $50 million for East Hawaii Central Kitchen (farm-to-school program), $12.3 million total for Pahoa Public Library construction and design, and school improvements at Keonepoko Elementary ($1 million playground) and Pahoa High ($500,000 gym roof repairs).

Parks and recreation funding totals over $22 million for projects including Kehena coastal recreational area, Kikala-Keokea park, Hawaiian Paradise Park community park, Isaac Hale beach park, and Pohoiki swim area.

All appropriated funds unencumbered by June 30, 2028, will lapse; the Act takes effect July 1, 2026.
