Appropriates $3,000,000 for fiscal year 2026-2027 to the Alcohol and Drug Abuse Division of the Department of Health to contract with community-based organizations for a behavioral health complex patient model

Targets adults with co-occurring substance use disorders, mental health disorders, and chronic physical health conditions who frequently cycle through fragmented healthcare systems

Addresses approximately 75,000 Hawaii adults with co-occurring mental health and substance use disorders, with over 54,000 experiencing chronic conditions and about 21,000 diagnosed with severe mental illness

Requires the Department of Health to submit a report to the legislature by 20 days before the 2027 regular session detailing fund expenditures, service providers, persons served, measurable outcomes, and proposed legislation

Takes effect July 1, 2026
