Requires the university to maintain a publicly accessible online dashboard allowing users to search and compare programs by campus, degree level, and field of study, with downloadable datasets.

Establishes annual reporting to the legislature beginning December 31, 2026, covering enrollment trends, program reviews conducted, and how data informed decisions to continue, redesign, consolidate, or terminate programs.

Addresses concerns about enrollment declines, demographic shifts, and fiscal pressures facing the UH system while respecting the Board of Regents' constitutional authority over university management.
