Establishes a five-year Youth Housing Stability Assistance Pilot Program administered by the Office of Youth Services to provide financial assistance to young adults ages 18-24 experiencing housing instability.

Eligible youth must have experienced a qualifying event within the past five years, including homelessness, exit from foster care, domestic violence, family violence, sex trafficking, or receipt of an eviction notice.

Each eligible youth may receive up to $10,000 in assistance for stability-related needs including rent, mortgage payments, utilities, transportation, food, basic needs, and childcare expenses.

Funds are disbursed through contracts with nonprofit organizations or memoranda of agreement with government agencies, with payments made directly to landlords, vendors, or in some cases to youth for approved expenses.

Appropriates an unspecified sum from general revenues for fiscal year 2026-2027, with the program set to be repealed on June 30, 2028.
