Authorizes the University of Hawaii to operate "teaching laboratories" that function as active businesses for student training in hospitality, agriculture, culinary arts, and business management on university-controlled lands.

Exempts university enterprise-related activities with a "demonstrable educational nexus" from county zoning ordinances, land use restrictions, and special use permit requirements.

Defines "educational nexus" as activities integrated into credit-bearing curricula or workforce programs that provide hands-on training and are conducted primarily for educational rather than profit purposes.

Allows specific activities including hospitality training laboratories with guest rooms and lodging fees, culinary and agricultural operations selling student-produced goods, and other training facilities designated by the Board of Regents.

Requires these facilities to remain subject to state health and safety codes and applicable excise and transient accommodations taxes, with revenue retained by the university for costs, maintenance, or student scholarships.
