Reactivates Hawaii's Office of the Legislative Analyst, originally established in 1990 but currently not operational, to provide fiscal and economic analysis for the legislature.

Requires the legislative analyst to prepare fiscal notes for all fiscal bills before any committee votes on the measure, estimating dollar impacts on state and county revenues and expenditures.

Changes appointment authority so the legislative analyst is selected by majority vote of both houses in joint session for a four-year term, with salary set equal to the director of the legislative reference bureau.

Mandates that all state and county departments, agencies, and the University of Hawaii promptly provide information requested by the legislative analyst for preparing fiscal notes.

Appropriates an unspecified amount from general revenues for fiscal year 2026-2027 to fund office operations, including salaries and equipment, with an effective date of July 1, 2026.
