Establishes 5 days of paid family leave per calendar year for state and county employees to care for family members, including for birth, adoption, fostering a child, or caring for an ill family member

Paid leave does not count against employees' accrued vacation or sick leave benefits and is paid at the employee's regular rate without loss of seniority or other earned accumulations

Eligibility requires employees to have worked for the state or county for at least 6 consecutive months

Amends Chapter 78 of Hawaii Revised Statutes (relating to public officers and employees)

Takes effect July 1, 2025
