Requires the State Auditor and the Office of the City Auditor for the City and County of Honolulu to jointly conduct a financial audit of all state and Honolulu city/county expenditures on homelessness programs within Honolulu for fiscal years 2024-2025 and 2025-2026.

Audit must include total expenditures by program and agency, program outcomes, number of homeless individuals served by each program, and calculations of total spending per homeless individual served.

State Auditor and city auditor must coordinate on data collection, methodology, and reporting, then submit a single consolidated report with findings and recommendations.

Report due to the legislature no later than twenty days before the 2027 regular session convenes.

Appropriates an unspecified amount from general revenues for fiscal year 2026-2027 to fund the audit, with funds expended by the City and County of Honolulu; effective July 1, 2026.
