Creates a new chapter in Hawaii law establishing rights to bodily autonomy and personal health care decision-making, including the right to accept or refuse any medical intervention, testing, treatment, or vaccine based on religious, conscientious, or personal beliefs.

Prohibits the state, employers, businesses, schools, churches, and all other public and private entities from denying or restricting these rights or imposing conditions based on an individual's health care choices.

Protects individuals from discrimination in employment, travel, education, child care, insurance, benefits, and recreational activities based on their exercise of these health care rights.

Maintains these bodily autonomy protections even during emergency declarations addressing disease outbreaks, overriding any contrary statutes, rules, orders, or proclamations.

Allows individuals to sue for injunctive relief, compensatory and punitive damages, attorney's fees, and costs against any person or entity violating these rights, and requires the Department of Health to amend rules and report on inconsistent statutes by the 2027 legislative session.
