Authorizes the Department of Land and Natural Resources or other bank sponsors to establish conservation banks for restoring, creating, enhancing, or protecting populations of threatened, endangered, candidate, or proposed species and their habitats in Hawaii.

Conservation banks would serve as compensatory mitigation for incidental take licensees with habitat conservation plans, providing long-term, landscape-scale species protection.

Defines "conservation bank" as a site or suite of sites established under a conservation bank instrument for species and habitat protection, with benefits expressed as credits.

Expands the Endangered Species Recovery Committee's review authority to include conservation banks alongside habitat conservation plans and safe harbor agreements.

Requires board approval by two-thirds vote when the Endangered Species Recovery Committee recommends disapproval of a habitat conservation plan, changing "may" to "shall" for legislative approval requirement.
