Amends Hawaii Revised Statutes Section 291C-72 to require drivers to wait until a pedestrian has crossed half of the crosswalk plus an additional lane before proceeding, replacing the current requirement that drivers wait only until the pedestrian has passed the vehicle.

Responds to 2025 traffic fatality data showing 129 statewide deaths, including 38 pedestrian fatalities, with many victims being kupuna (elders) crossing within marked crosswalks.

Defines "pedestrian crossing the roadway within a crosswalk" as occurring when any part of the pedestrian's body, wheelchair, cane, crutch, or bicycle moves from the curb onto the roadway within an intersection or crosswalk.

Takes effect upon approval with no impact on rights, duties, penalties, or proceedings that existed before the effective date.
