Beginning January 1, 2027, applicants for driver's licenses, permits, or civil identification cards in Hawaii may voluntarily request a disability notation on their ID at no additional cost.

No proof of disability is required to obtain the notation, and applications cannot be denied if the disability selected does not match other documents.

The Department of Transportation must establish public outreach efforts to educate the public about the availability of the disability notation option.

Law enforcement training must include procedures for recognizing and appropriately responding to individuals with disability notations, coordinated between state and county police departments.

The notation is intended to promote safer interactions between people with non-apparent disabilities (such as autism spectrum disorder or cognitive impairments) and law enforcement or first responders.
