Amends Hawaii Revised Statutes Section 96-9 to allow government agencies to disclose attorney-client privileged and attorney work-product privileged communications to the Ombudsman without waiving those privileges as to any other person.

Prohibits the Ombudsman from disclosing any privileged communications received from agencies to other parties.

Maintains the Ombudsman's existing authority to make inquiries, obtain information, enter agency premises without notice, and hold private hearings during investigations.

Does not affect rights, duties, penalties, or proceedings that existed before the bill's effective date.
