Hawaii Community Development Authority must establish a physical Community Action Center in or near Chinatown, Honolulu to serve as a resource for creating positive changes in the urban core.

The center must conduct at least two community design workshops annually, assess physical and economic conditions of every Chinatown property, and organize art projects for vacant storefronts and building facade improvements.

The authority is required to draft a strategic economic and physical revitalization plan for Chinatown, identify regulatory constraints on development, and coordinate with the Honolulu Authority for Rapid Transportation on rail station integration.

Appropriates $2,000,000 in general funds for fiscal year 2026-2027, contingent on dollar-for-dollar matching funds from the City and County of Honolulu.

Requires annual reports to the legislature 20 days before the 2028, 2029, and 2030 sessions on the center's establishment status and actions taken.
