Establishes the Daniel K. Inouye College of Pharmacy Special Fund to support pharmacist workforce assessment and planning efforts, particularly for rural and medically underserved areas of Hawaii

Creates a pharmacist workforce assessment fee on all licenses and permits issued by the Board of Pharmacy, with fees collected from renewed pharmacist licenses, wholesale prescription drug distributor licenses, and pharmacy permits

Fund revenues will support loan repayment for pharmacists working in medically underserved areas, scholarships for pharmacy students, and maintenance of a secure workforce database

Requires the Director of Commerce and Consumer Affairs to disburse collected fees quarterly from the compliance resolution fund to the new special fund

Appropriates unspecified amounts from the compliance resolution fund for fiscal years 2025-2026 and 2026-2027, to be reimbursed later; effective date set as July 1, 3000 (placeholder date)
