Mandates utilities update rules to allow vehicle-to-grid and vehicle-to-home electric vehicle charging systems that can provide backup power and grid services.

Requires the Hawaii Electricity Reliability Administrator to annually report on interconnection process metrics including customers served, approval timelines, fees collected, and infrastructure costs avoided; effective January 1, 2027.
