Electric utilities must submit bill impact analyses for proposed generation or storage projects to the Public Utilities Commission with full disclosure of all modeling assumptions used to calculate projected customer bill impacts.

Bill impact analyses must be provided in machine-readable electronic formats that allow ratepayers to conduct sensitivity analysis and scenario testing, including resource assumptions, pricing, fuel costs, dispatch projections, and modeling methodology.

All bill impact data must be made publicly available without redaction, except for information the commission determines confidential for cybersecurity reasons; cost, pricing, and operational assumptions cannot be kept confidential.

Electric utilities must update bill impact analyses during proceedings if any material assumptions change, including delays, cancellations, or non-selection of planned projects.

Electric utilities must submit annual reports on actual monthly dispatch and levelized cost of energy for all approved and operating generation and storage projects, including total energy dispatched, total costs, and ratepayer charge reconciliations.
