Amends Hawaii Revised Statutes Section 103D-303 to restrict what procurement officers may disclose during debriefings with non-selected offerors in competitive sealed proposal procurements

Prohibits disclosure of competing offerors' proposals or detailed evaluation scores during the debriefing process, allowing only summary scores to be shared

Permits full disclosure of competing proposals and evaluation scores only after any protest has been resolved and the contract has been executed

Maintains existing requirements that non-selected offerors must request debriefings within three working days of contract award posting and file protests within five working days after debriefing completion
