Establishes a mandatory 12-month minimum incarceration sentence for theft in the first degree convictions where the value of stolen property or services exceeds $250,000

Applies the mandatory minimum whether imposed as part of an indeterminate 10-year prison term or as a condition of a 4-year probation/supervision sentence

Prohibits suspension or waiver of the mandatory 12-month imprisonment period under any circumstances

Theft in the first degree currently applies to theft exceeding $20,000, theft of firearms or explosives, theft from elderly persons, theft of motor vehicles, and theft during declared emergencies

Does not affect rights, duties, penalties, or proceedings that began before the Act's effective date
